In a coastal city in California, there is a gang of bank robbers who call themselves "The Ex-Presidents" because they commit their robberies using the masks of Reagan, Carter, Nixon and Johnson.
F.B.I. he believes that gang members can be surfers and sends a young undercover agent, Johnny Utah (Keanu Reeves), who has a mission to infiltrate the surfers and get information.
For this he needs to learn to surf, something that his boss doesn't like very much.
With the help of Angelo Pappas (Gary Busey), another agent, Johnny arrives at a surfing community where the two infiltrate, suspicious that the perpetrator is there.
There he meets Bodhi (Patrick Swayze), a mystical and very intelligent man, who begins to show Johnny a different way of seeing the world.
