The U.S. President is victimized during a bomb attack during the State of the Union speech at the capitol, and all other members of the government who were present die as well. Tom Kirkman (Kiefer Sutherland), the housing and urban development secretary, a senior civil servant still alive, becomes president overnight. A conspiracy seems to be unfolding around him and he needs to protect his family while he finds out what's going on.
