The show's plots were generally typical of the developing format that has risen out of federal E/I requirements: Pepper Ann is presented with a moral dilemma, chooses the wrong decision, faces the consequences and learns a moral lesson. The series was mostly rated TV-Y, with the exception of the season 1 finale "In Support Of" which was rated TV-Y7 for puberty themes and scenes of implied nudity. In reruns, all the episodes are rated TV-Y7 for subject matter that may be too mature for children under 7 (as a lot of episodes deal with such subject matter as puberty, divorce, dating, moral ambiguity, racism, death, gender equality, and unemployment).
During the first 4 episodes of season 1, at the end of the opening sequence, Pepper Ann finds "five bucks" underneath her desk. From episode 5 onward, this was changed so that she found a different, humorous object every episode, similar to The Simpsons' couch gag.
